    Oregon Coast National Wildlife Refuge Complex manages an Aerial Photography Program for collecting refuge-wide aerial imagery datasets that are used to monitor nesting seabirds on offshore islands. Aerial flights are generally conducted annually to monitor population status and trends, but the imagery has been used for other resource monitoring purposes.

    These photos were captured at very high resolutions and have about 1-foot pixel (ground) resolution. Please note that these photos have not been georeferenced. The photos have not been orthorectified and therefore there will be photo anomalies and mis-matches between adjoining photos. Caution should be exercised if attempting to use this imagery to conduct measurements.

    After images were selected for best quality, in some cases, colony-wide, or larger sections of large islands were stitched (mosaiced), to help in the seabird counting process. This metadata record is for the stitched images only.

    Aerial photography has served as the primary means for monitoring populations of nesting seabirds, and the subsequent analysis of long-term seabird colony legacy data in the Pacific Northwest as a regional baseline. The 2014 set of photographs have a completed refuge- wide colony count for 2014, where each photograph has a hand count of nesting seabirds stored in a geodatabase format.

     Images were selected from the principle Oregon coast seabird colony survey completed each year during 2 – 4 days in early- to mid-June. Although additional aerial photos were collected over multiple flights in some cases (e.g. partial survey completed in mid-July), the counts from these photos would not be comparable to other data given the difference in timing of the survey. From the pool of photographs available for each colony in each year, observers manually checked and selected the highest quality photos based upon a variety of factors including whether or not: 
     •individual birds were distinguishable from each other
     •individual birds were distinguishable from the background, particularly in shadows caused by topographical features
     •individual birds were not blocked by other birds or topographical features 
     •the image was part of a series of images that could be stitched together

     Selected slides from the inventory were reviewed for quality, and scored. The best images were selected for further processing and/or counts.

     Image Grading:
     We established a numerical grading scale based on absolute visual characteristic grading (Ludewig et al. 2010) to assess image quality of each colony counted. The following aspects were considered with respect to image grading:
     •Sharpness/contrast and distance: are individuals distinguishable? Are birds distinguishable from the background?
     •Coverage: is entire colony visible? Is topography obscuring birds?
     •Angle: are birds blocking other birds, are birds closest to photographer approximately the same size as those further away?

     Using the following grading scale, each counted image was given a grade which was entered into the Seabird Colony database along with the count record. 
     Grading scale:
     1.Excellent image quality: no limitations for counting
     2.Good image quality: minimal limitations for counting
     3.Sufficient image quality: moderate limitations for counting but no substantial loss of information
     4.Restricted image quality: relevant limitations for counting, clear loss of information
     5.Poor image quality: image not usable, loss of information
     
     Each colony count received one grade for image quality, regardless of the number of images included. For the 325 colony counts completed during the course of this project, the majority (n =  216; 66%) received an image grade of 2 or 3. A smaller number of colony count images received a grade of 1 (n = 50; 15%) or 4 (n = 59; 18%). Colony images received a grade of 5 on one occasion because the image quality was too poor to count.
    </procdesc><procdate>20181231</procdate></procstep><procstep><procdesc>
     We stitched images together where possible in order to reduce the time required to both orient images on a colony and delineate areas to count. We compared stitched images created by two readily available software packages, Adobe Photoshop and Microsoft Image Composite Editor, to determine which we preferred. Photoshop included many image editing features such as distortion removal and a contrast slider tool in addition to a stitching function, but we found the processing time lengthy and resulting file size often prohibitively large. In contrast, the sole function of Image Composite Editor was to stitch images and in most cases, this program produced comparable or even superior stitches in much less time than Photoshop. As a result, we used Image Composite Editor whenever possible. Photoshop was utilized for some poor quality photos that Image Composite Editor could not process, as Photoshop allowed some manual manipulation of image placement in the final stitch. After photos were stitched together the resulting image was inspected for smooth transitions and seams. Stitched images were saved in either a JPG or TIFF format. Photos were imported into ArcMap (v10.5-10.6.1 depending on date and computer) to be counted. 
     Images counted by the USFWS during the study period (1988-2014) prior to the Legacy Project, were stitched using Adobe Photoshop and processed/counted as Jpeg files.

     Stitched image headers, or single image if the entire island is covered in one photograph, are updated so that they will align with geodatabses if the project must be recreated.
    </procdesc><procdate>20191231</procdate></procstep><procstep><procdesc>Stitched photo(s) of each colony were imported to a new ArcMap .mxd file and moved to the vicinity of the colony location using a georeferenced Oregon coast seabird colony layer and the georeferencing toolbar. These photos were captured at very high resolutions and have about 1-foot pixel (ground) resolution. Please note that these photos have not been georeferenced. The photos have not been orthorectified and therefore there will be photo anomalies and mis-matches between adjoining photos. Caution should be exercised if attempting to use this imagery to conduct measurements. After images were selected for best quality, in some cases, colony-wide, or larger sections of large islands were stitched (mosaiced), to help in the seabird counting process. This tabulation was used to create a geospatial representation of the mosaics using colony's geospatial coordinates (center points) form the Seabird Colony Catalog.</stepDesc><stepDateTm>2020-12-31</stepDateTm></prcStep><prcStep><stepDesc>We stitched images together where possible in order to reduce the time required to both orient images on a colony and delineate areas to count. We compared stitched images created by two readily available software packages, Adobe Photoshop and Microsoft Image Composite Editor, to determine which we preferred. Photoshop included many image editing features such as distortion removal and a contrast slider tool in addition to a stitching function, but we found the processing time lengthy and resulting file size often prohibitively large. In contrast, the sole function of Image Composite Editor was to stitch images and in most cases, this program produced comparable or even superior stitches in much less time than Photoshop. As a result, we used Image Composite Editor whenever possible. Photoshop was utilized for some poor quality photos that Image Composite Editor could not process, as Photoshop allowed some manual manipulation of image placement in the final stitch. After photos were stitched together the resulting image was inspected for smooth transitions and seams. Stitched images were saved in either a JPG or TIFF format. Photos were imported into ArcMap (v10.5-10.6.1 depending on date and computer) to be counted. Images counted by the USFWS during the study period (1988-2014) prior to the Legacy Project, were stitched using Adobe Photoshop and processed/counted as Jpeg files. Stitched image headers, or single image if the entire island is covered in one photograph, are updated so that they will align with geodatabses if the project must be recreated.</stepDesc><stepDateTm>2019-12-31</stepDateTm></prcStep><prcStep><stepDesc>Stitched photo(s) of each colony were imported to a new ArcMap .mxd file and moved to the vicinity of the colony location using a georeferenced Oregon coast seabird colony layer and the georeferencing toolbar. MXD files are available by request, and are stored on the FWS Enterprise Data Warehouse (EDW).</stepDesc><stepDateTm>2020-12-31</stepDateTm></prcStep><prcStep><stepDesc>Image files are organized by Year and Colony ID. These images are available through the FWS Enterprise Data Workshop (EDW).</stepDesc><stepDateTm>2020-12-31</stepDateTm></prcStep><prcStep><stepDesc>Images were selected from the principle Oregon coast seabird colony survey completed each year during 2 – 4 days in early- to mid-June. Although additional aerial photos were collected over multiple flights in some cases (e.g. partial survey completed in mid-July), the counts from these photos would not be comparable to other data given the difference in timing of the survey. From the pool of photographs available for each colony in each year, observers manually checked and selected the highest quality photos based upon a variety of factors including whether or not: •individual birds were distinguishable from each other •individual birds were distinguishable from the background, particularly in shadows caused by topographical features •individual birds were not blocked by other birds or topographical features •the image was part of a series of images that could be stitched together Selected slides from the inventory were reviewed for quality, and scored. The best images were selected for further processing and/or counts. Image Grading: We established a numerical grading scale based on absolute visual characteristic grading (Ludewig et al. 2010) to assess image quality of each colony counted. The following aspects were considered with respect to image grading: •Sharpness/contrast and distance: are individuals distinguishable? Are birds distinguishable from the background? •Coverage: is entire colony visible? Is topography obscuring birds? •Angle: are birds blocking other birds, are birds closest to photographer approximately the same size as those further away? Using the following grading scale, each counted image was given a grade which was entered into the Seabird Colony database along with the count record. Grading scale: 1.Excellent image quality: no limitations for counting 2.Good image quality: minimal limitations for counting 3.Sufficient image quality: moderate limitations for counting but no substantial loss of information 4.Restricted image quality: relevant limitations for counting, clear loss of information 5.Poor image quality: image not usable, loss of information Each colony count received one grade for image quality, regardless of the number of images included. For the 325 colony counts completed during the course of this project, the majority (n = 216; 66%) received an image grade of 2 or 3. A smaller number of colony count images received a grade of 1 (n = 50; 15%) or 4 (n = 59; 18%). Colony images received a grade of 5 on one occasion because the image quality was too poor to count.</stepDesc><stepDateTm>2018-12-31</stepDateTm></prcStep><prcStep><stepDesc>Sseabird colonies were photographed using digital camera systems.
